The November fog—a yellow-brown "pea-souper" created by the Whitechapel factory chimneys and the low tide of the Thames—is so thick this night that the light from the gas lamps can barely pierce through it. Victor Blackwood, an inspector for Scotland Yard, walks through this fog toward Wapping High Street. He pulls up his wide collar, presses his hat deep over his eyes, and feels the weight of the black silk mask in his pocket—the mask that covers his eyes, nose, and half his face, transforming him from Victor Blackwood into anonymous desire.

Three houses away, in the shadow of an alley, stands Sergeant George. He does not know why he is following the inspector. It is just an intuition, a cold dread in his stomach whispering: something is wrong. He sees Victor vanish into the fog and sets off as well, keeping his distance, his footsteps swallowed by the cobblestones.
